History:

Throughout his life, Makikomu's training of his clan's Ice Release kekkei genkai was conducted in secret. Although it was not common to possess the kekkei genkai as a resident of the Land of Water, it was uncommon to openly practice it; the ill-natured memories from the civil war towards Ice Release users forced them to keep their ability a secret lest they face persecution.

Personality:

Maki is a cold-hearted individual who, although not a recluse, is socially withdrawn when interacting with others. His stoic nature allows him to keep a level head and use his rationality as a weapon. He has a goal driven attitude and an odd moral framework, one that conveniently bends to align with his current goal. His weakspots, and primary motivators, are the strong emotions he feels towards the oppression his clan’s kekkei genkai users are forced to endure. Ultimately, Maki seeks to end the oppression and restore his clan’s honor and power.

Description: This technique involves the user molding a thin layer of chakra on a portion of their body (usually their hands or feet). This allows them to do things such as walk on water, run up trees, or even catch blades with their bare hands (given they have enough Strength).

Description: This jutsu allows the user to change their appearance to match that of another (can be anything from a person to an object, though cannot be larger than twice the size of the user or smaller than half). By doing so, they can deceive their opponents in order to gather intel, pass by unnoticed, or kill. When using this ability, a ninja can auto-detect the true user if they are within their Close Perception range. If the user is not sneaking, they will be auto-detected. Additionally if the user is attempting to impersonate specific ninja, they can only do so the best of their knowledge (including looks, scent, voice, etc).

Description: This is a basic technique for creating up to 2 replicas of the user. These replicas cannot cause damage and disperse upon being struck by any significant force (level 50 hit or greater). A shinobi can auto-detect the original if they are within their Close Perception range. If the original is not sneaking, they will be auto-detected.

Description: This jutsu allows the user to move with amazing speed (user's speed + 15 m/s) to swap positions with a nearby medium-sized object and disguise the object as themselves. They cannot perform any other actions while moving at this speed. The object they replace themselves with must be within 30 meters, and once hit will be revealed as a fake. If the object the user replaced themselves with was within a ninja's Close Perception range, they will auto-detect where the user went.

Description: A 2m tall, 1m in diameter pillar of ice rises from the ground, at a speed of 15m/s. If there are objects on the ground from where the pillar is rising, they will be carried upwards with the pillar as long as the user would normally be able to lift them. The user can rise the pillar up to 3 meters away from themselves.

Description: The user kneads chakra and forms a dense, bullet sized ball of water in front of his pointer and middle fingers, with the rest of his hand forming the shape of a gun. Upon firing, the bullet travels at 40 m/s up to 20m and can pierce objects up to 2" deep. After impact, the water loses its bullet form and turns into ordinary water.
Amplify(100): The user can shoot a second bullet, not necessarily from the same hand.

Description: This technique allows the user to blow a somewhat powerful current of air from their mouth. While this can't do any damage, it is extremely versatile due to its many applications. This allows the user to maneuver in mid-air (at 15 m/s), blow back an opponent(s) up to 10 meters (flume of 3 meters in diameter and blows at a rate of 15 m/s; this can be overcome with enough speed), or blow up dust from the ground to create instant cover. If used to create a cloud of dust, the cloud will be 30 meters in diameter and shinobi will not be able to see past their Close Perception range while within it. This only affects basic vision and it also includes the user.
